Why use a £112,900 purchase price?

Government figures put the average receipt from eligible council-home sales in England at £112,900 in 2025–26. There were 14,275 eligible sales, up 90% on the previous year; the overwhelming majority were Right to Buy purchases. This provides the property-price benchmark for our example. Read the government’s 2025–26 sales figures.

Why can the Land Registry fee be higher for Right to Buy?

If your home is being separated from a larger council-owned title, it is registered as a transfer of part. At a purchase price of £112,900, the registration fee is £230, even when submitted electronically.

The lower £100 fee applies to an eligible electronic transfer of the whole of an existing registered title. A new lease at this price also attracts the £230 Scale 1 fee.

A £130 difference in the allowance does not make the legal service cheaper. For the same transaction and application basis, HM Land Registry’s statutory charge is the same whichever conveyancer you choose. Check that each quote allows for the registration your property actually needs.

This example allows for a transfer of part; the title determines the correct application. Check HM Land Registry’s Scale 1 fees.

Right to Buy conveyancing for houses and flats

Buying your council house

Your conveyancer checks the council’s transfer, title plan, boundaries, access rights and sale conditions. They also review the discount repayment provisions, mortgage requirements and registration needed for your home.

Buying your council flat

Your conveyancer checks the lease, service charges, repair responsibilities and estimates for future repairs and improvements, including major works. Leasehold work can add to the cost, so select leasehold when requesting your quote.

Your Right to Buy quote questions

Can I get a quote before receiving my Section 125 offer?

Yes. You can request a quote while planning your purchase using your expected purchase price. Update the details once the council confirms the price and terms, so the quotation reflects your actual transaction.

Do I enter the market value or the discounted price?

Use the actual purchase price after your Right to Buy discount. Your council’s offer sets out the value and discount. If you are unsure which figure to use, call 03330 065 569 before completing the quote form.

Can you match me with a conveyancer on my mortgage lender’s panel?

Tell us your lender when requesting your quote. We use your lender and Right to Buy requirements to match your purchase with a suitable conveyancer, and confirm coverage for your transaction before instruction. See our lender coverage.

Are Right to Buy legal fees the same for a house and a flat?

Not necessarily. A leasehold flat involves additional checks of the lease, service charges and management arrangements. The £1,368.60 example is freehold; enter your own tenure and purchase details to see the appropriate quote.
